Testimonies before Congress
Video Presentations – Please post your Legislative Testimonial Video on
the Discussion Board for Lesson 14
Student assignment: You are knowledgeable and passionate about a particular health
policy related issue. You receive a phone call from a health legislative aide from your U.S.
Senator’s office and he/she asks you to prepare and deliver a video recorded testimony at
an upcoming Congressional health committee hearing on a topic related to this issue.
Your Tasks:
Each student will chose a congresssional testimony panel on ONE of the below policy
issues:
• 1. Congressional Panel – COVID-19 Testing and Vaccination Access
2. Congressional Panel – Health Insurance Coverage, the Uninsured and
Uncompensated Care
3. Congressional Panel – Health Promotion and Disease Prevention
4. Congressional Panel – Medicaid and CHIP
5. Congressional Panel – Health Disparities and Vulnerable
Populations (Racial/ethnic minorities, rural/inner city residents, people with
disabilities, immigrants, other)
6. Congressional Panel – COVID-19 and Mental Health/Substance Abuse
7. Congressional Panel – Mental Health/Substance Abuse
8. Congressional Panel – Health Information Technology and Privacy (Data
security, electronic health records, decision support systems, telehealth, mobile
health technologies)
9. Congressional Panel – Health Workforce
10. Congressional Panel – Pharmaceutical Access and Costs
Each student will research their assigned health policy issue, and decide what
timely subtopic to address in their testimony.
Prepare and video record a 5-minute testimony (maximum time per student)
to a (pretend) Congressional committee with health jurisdiction interested in
your policy issue and considering legislation to address the issue. Be creative
on how you approach your topic. For example, you may be proposing a new
piece of legislation, arguing a new policy angle to existing policy,
etc. Students should post their testimony on the designed discussion board
forum. Students have three choices for the Congressional Testimony: 1. voice
over PPT, 2. split screen with both the student speaking and the PPT, or 3.
video of the student presenting. Number 1 can be recorded on Kaltura Media
on Blackboard or on PPT. Number 2 can be recorded using Zoom, and
Number 3 can be recorded on Zoom or Kaltura Media.
Each student will develop their own presentation to upload on the discussion
board for Lesson 14, which will be organized by congressional panel topic.
Students should also submit the testimony presentation on the Assignment
submission tab.
Each student’s testimony on the panel should include: 1) brief background/facts on the
issue, and 2) your proposal and arguments (pro and con). AT LEAST ONE-HALF OF
YOUR TESTIMONY TIME MUST BE SPENT ON THE SUBSTANCE OF YOUR
POLICY PROPOSAL. PRACTICE YOUR PRESENTATION. DO NOT SIMPLY READ
YOUR NOTES.

We Go From Here?), then view the individual testimonies to get a feel of
format, content, etc.
