BSHA 449 Test #2: Chapters 3, 10-11, 13-15
There are 4 short answer/short essay questions that are based on the chapter readings. This portion of the exam is not
timed and I am providing you with the required questions below. I would suggest that you develop your responses in
Microsoft word and then once you are satisfied with your responses, copy and paste them into Moodle for final
submission.
As you address the questions, develop your paragraph so that it appropriately analyzes and supports your response.
Your response will be evaluated on the following criteria:
1. Overall Response: the logic, persuasiveness, and sophistication of your argument.
2. Evidence that Supports Your Response: Your ability to support general statements with specific examples
or evidence. Again, use the textbook and an additional source to support your thesis while developing your
response in a way that supports your answer. Be sure to cite your sources. And provide the required
reference citation.
3. Grammar: The clarity of your organization and writing. Remember to proofread your response.
Use the textbook as the primary source for your responses. But you should also use at least one additional outside
source as evidence for each question. Therefore, each question should have at least 2 cited sources for evidence. You
must cite your information in APA format both in the body of your response and in a reference section. You will also
need to attach a copy of your reference sources.
I will allow you to cut and paste your reference source so you don’t have to pull in the entire article. However, you will
need to make sure you have provided the reference citation. See the example I provided from your textbook. I just
copied the portion of the text I hypothetically referenced in my response with the reference citation listed above.

1-9b Frederick Taylor and Scientific Management
The scientific management school (Taylor, 1911) extended the Weberian model by explicitly emphasizing the “control”
element of bureaucracy. Scientific management was an attempt to apply the methods of science to increasingly complex
problems of controlling work in rapidly growing firms (Braverman, 1974). For example, Frederick Taylor employed time–
motion studies to analyze a steelworker’s task into its simplest components and then systematically improve the
worker’s performance of each component to maximize productivity and ensure conformity to the one best way of
production. Such thinking became embedded in assembly-line technologies like auto making by industrialists like Henry
Ford.
Scientific management had an enormous impact on management practice and theory for decades to come. Of particular
importance to us are three assumptions. First, Taylor assumed that workers were guided by intuition and variable
training and thus were unable to perform their tasks in the best way. Instead, armed with scientific techniques (e.g.,
time–motion studies), management must control every aspect of the labor process and dictate precisely how it should
be done. Workers were left with no discretion in their jobs, while managers were vested with all decision making
regarding task design. This separation of decision making at the top from execution/implementation down below in the
firm came to pervade all management and strategy thinking (Mintzberg, 1994). A second related assumption was that
management needed to closely supervise workers to ensure adherence to standardized tasks and prevent any
“soldiering” (deliberate restriction of output); rather than being intrinsically motivated, workers responded primarily to
monetary incentives and external control. Third, due to the large variability in how to do one’s job (e.g., which methods,
which tools), scientific management focused on reducing the variations and finding the one best way to perform the
work in order to maximize productivity.

3. In chapter 13 we looked into the role of health information technology in an organization’s business strategy. The
Institute of Medicine recommend that electronic health/medical records become standard of practice in the early
1990s. However, we didn’t see this become a reality until 2015.
• Why was there such a delay? What were the barriers to adopting EHR?
• What was the HITECH Act? How did this help organizations overcome the barriers faced with EHR
implementation?
4. In chapter 15 we discussed the globalization of health care delivery systems and the rise of healthcare tourism.
• Provide an explanation of why there are such global price differentials among hospitals/for procedures?
• Why do we in the U.S. charge 4 times or more what other countries do for procedures like hip replacements
and heart bypass surgeries?
