There are three main problems that exist at the Ruby Lake community neighborhood.1. Low high school graduation numbers and high dropout rates.2. High teenage pregnancy in the neighborhood.3. Families are lacking foodThere have been four types of needs that can be measured in identified according to Bradshaw (1972). For example, the graduation numbers in dropout rates is a normative need due to the standards of the neighborhood being low for graduation and high for dropouts. Hence, normative refers to existing norms and standards. Perceived needs are those that people think, feel, or believe they need. None of the three situations are perceived needs. Express needs are those variables that are met or unmet. This need correlates to malady number three where families are under food insecurities. The needs of food in the home is not met. Finally is the relative need, with this need there is a gap in services that exist between communities or demographic areas. The relative need correlates to malady number two, where there is high teen pregnancy. There is a gap in educational services as relates to sexual education and contraceptives. Program development has equally important issues affecting the youth early. Later leading to life-long poverty, state dependence, and limited work skills. Leaving menial jobs due to a lack of education and a poor diet.
