Pushback Against ICS

For this Assignment, write a 2–3-page paper (no more that 3 pages) in which you address the following:

When the use of an Incident Command System became mandatory, there was initially some “push-back” and resistance to the system.

Identify one or two sources of resistance and how that resistance has been overcome.

In this module we learned that there was some reluctance or initial hesitation to use the Incident Command System by organizations.  What was the one thing that surprised you the most in this module about organizations and the reason for this reluctance to implement ICS in their organization?  Agency politics, professional differences in occupations or cultures such as between police and fire, or just not wanting to change?
