Speech Outline
August 30, 2019
Speech topic: Poverty line/low wage.
Specific purpose: Reduced federal minimum wage has increased the poverty among the
immigrants.
Central idea: Federal minimum wages have reduced since 1968 from $20, 604 to $15, 080 in
2017. The fight against minimum wage has seen the battle for the poor go down. Many people
operate under a dollar a day. Many of the affected people are immigrants. In the 20th century, the
federal government was fighting for their people to get better wages to cater to their needs
(Hastings and Lonnie, p.227). But now since the times have changed, and the number of
immigrants increased, the fight for increased minimum wages has ceased, and many immigrants
are struggling with poverty. Poverty among many countries is caused by the reduced minimum
wages offered to their people.
Main ideas: 1. Fight for increased minimum wage has been neglected, leading to many people
leaving in poverty.
2. Majority of the affected people are the Blacks and the Hispanics.

I. INTRODUCTION
A. Attention getter: People are living in poverty due to reduced minimum wages. Many
employees are going for the cheaper labour, and since many people are seeking for employment,
many of the immigrants are willing to offer their services at meagre wages. Low wages have led
to low living standards.
B. Introduce yourself: My name is Carla and thank you so much for allowing me the time to
speak with you about the current issues we are facing internationally regarding overty lines and
low wages.
C. Credibility statement: Many people are struggling to make their lives better. As much as
people are trying to earn a living, some are struggling to get anything provided, and they have a
little amount that can support them live a day after the other. Many immigrants came into
America seeking asylum, and they are not able to live without working. The people’s
qualifications do not allow them to work for decent pay, and thus, they are forced to work for a
little payment. The federal government is also reluctant in implementing a minimum wage for
any employee. Since the Blacks and Hispanic people are increasing in number in the States, they
are forced by the situation to provide labour at meagre wages.
D. Relevancy Statement: Most Americans are living better lives. Immigrants are struggling to
establish themselves in the States. Those who came to America seeking asylum are not able to
provide the qualifications required for better pay. Low pay to the labourers has led to poverty
among the Black and Hispanic communities living in America.
E. Central Idea: I will share about how the idea of neglecting to implement the minimum wage
policy has led to increased poverty among the people living in the states. Many people have tried

to adapt to the low living standards since their lives are not able to cope with the pressure of
living above their income levels.
F. Preview of Speech: There are two significant groups of people who are affected by the low
minimum wages offered by the firms in the United States.
1. The blacks
2. the Hispanic
II. BODY
Higher salaries were implemented in the mid-20th century as a means of the government to try to
reduce poverty among its people. In 1968, the minimum wage was $20, 600, but the minimum
wage has decreased over time till it was $15, 080 in 2017 (Whitehead, p. 3225). The federal
minimum wage has been reducing over time until the lowest minimum wages recorded in 20177
was $15, 080. The federal minimum payments are the leading cause of poverty among the
people. The fall of minimum wage and increased inflation rates over the last few decades have
led many people to languish in poverty. One in every five nonelderly Hispanic and Black people
were living in poverty in 2016. 18.3 million blacks are living in poverty, while 15 million
Hispanics are also suffering from poverty. The fall of minimum wages saw many of the blacks
getting employed but still living under the poverty line since they cannot cater to their needs with
the lowest minimum wages provided.
III. CONCLUSION
McCalaster 4
A.
Signalling to close the speech: Now everyone knows that reduced minimum wages are the
leading cause of increased poverty, I beg to finalize my remarks.
B.
Summary statement: Poverty is not by choice. Many people would like to live the best life
lived by the rich. But unfortunately, not everyone is lucky enough to have all that is required to
acquire the jobs that lead to better lives. Many people are surviving with casual employment,
which pays small wages. If a law can be implemented to raise the minimum wage, many people
would enjoy living better lives than they are living now. Poverty is dominant among Blacks and
Hispanics.
C.
Central Idea: It is essential to notice that everyone is entitled to living a good life. It does
not discriminate the kind of person they are. What matters is that everyone is trying their best to
live a good life. Laws should be implemented to see a rise in minimum wages among lowincome earners.
D.
Audience response statement: Everyone should fight for better laws and favourable terms
towards the less fortunate who cannot afford to live in the higher ranks.
E.
Thank you for your attention!
